Overview

The Queensland Government is investing more than $18.5 billion across five years in a range of health infrastructure programs to deliver high-quality healthcare for Queenslanders through the Hospital Rescue Plan (HRP).

The new Toowoomba Hospital will deliver new and expanded health care services to the region to cater to its growing population.

The vision for the Baillie Henderson Hospital campus will be a world-class health and knowledge precinct experience, centred around the new Toowoomba Hospital. The strikingly beautiful 75 hectare campus includes tree-lined spaces interconnected between heritage buildings, multidisciplinary health services, research, education, commercial, and community recreation spaces.

Construction of the new hospital will deliver around 3,127 construction jobs, providing a significant boost to the local economy.

New Toowoomba Hospital First Nations Façade Artwork Opportunity

Health Infrastructure Queensland and Darling Downs Health are seeking registrations of interest from First Nations artists who would like to be considered for the commissioning process of an artwork design which will be integrated within the external facade of the new Hospital in Toowoomba.

Following the closure of the ROI, a shortlist of artists will be developed to move into Concept Design phase otherwise known as the RFO (Request for Offer). Their concepts will then be evaluated using a formal selection process and a preferred artist will be appointed and contracted. Shortlisted artists will be paid a design fee on delivery of the concept.

ROI Requirements

It is important to note that we are not asking artists to submit ideas or concepts at this stage. Shortlisted artists will eventually be provided with a thorough brief which they will use to develop a concept.

Following the announcement of the Hospital Rescue Plan, the project team is working to revalidate planning, to ensure this vital infrastructure meets the needs of the growing community now and into the future.

The revised scope reflects sustained growth in the area and confirms Toowoomba’s role as a cornerstone of the region’s long-term health infrastructure.

The expansion will allow Toowoomba to consolidate services into a purpose-built site, enabling more cohesive planning and stronger long-term outcomes for the community.

Darling Downs Health will continue to work closely with Health Infrastructure Queensland as the planning reset progresses.

Objectives

The site will use the green and open spaces, heritage architecture, and views to inform scale and articulation of the build.

The new Hospital will be built with a focus on staff and patient movements, efficiency, ease of access and wayfinding.
